From to , he was governor of the Bank of Greece. In , he resigned from the chair of economics in the Law School of Athens University, to demonstrate his opposition to the dictatorship. They considered him a moderator, a champion of fiscal conservatism and monetary stability. In the November elections, which did not give a majority to Andreas Papandreou's PASOK party or Constantinos Mitsotakis's New Democracy party, Zolotas, at the age of 85, agreed to be prime minister of a non-party government until new elections could be held.

He resigned when elections were held in April which Mitsotakis won by a narrow majority. For that reason modern economic growth cannot be at all considered as creating conditions for further human happiness, a thesis quite in agreement with ideas by authors such as Richard Easterlin or Herman Daly.
