As the first generation scholar to graduate from high school, college and law school in her immigrant family, Escutia is living proof that education is the great equalizer in American society. Senator Escutia joined the University of Southern California in , serving as vice president for state government relations and special counsel.

She provides the university strategic advice to advance its institutional mission and academic interests. Escutia was also successful in passing legislation to implement the first low-cost auto insurance program for low-income residents in Los Angeles and San Francisco counties. Her outstanding work on environmental issues has brought recognition from the California League of Conservation Voters, the Sierra Club and the American Lung Association.

In , the California School Boards Association gave her its "Legislator of the Year Award" for her efforts on behalf of schoolchildren and K education. Escutia is an honors graduate of the University of Southern California with a degree in Public Administration, and received her law degree from Georgetown University.
